Form W-2c Substitute Forms Under Rev. Proc. 2026-29: Box 14a/14b Tipped Occupation Codes, SSA Approval and What US CPA Firms Should Change

Form W-2c substitute forms got a new playbook in Rev. Proc. 2026-29, published in Internal Revenue Bulletin 2026-41 (October 5, 2026) and reprinted as Publication 1223 (October 2026). The procedure supersedes Rev. Proc. 2024-36 and states IRS and Social Security Administration (SSA) rules for privately printed red-ink and black-and-white substitute Forms W-2c and W-3c. For US CPA firms that run payroll or help hospitality clients with the OBBBA tip deduction, the headline is the 2026 Box 14 split and black-and-white Copy A approval.

What Rev. Proc. 2026-29 covers

Per the IRB 2026-41 synopsis and Publication 1223 Section 1.1, the procedure covers substitute Form W-2c (January 2026 revision) and Form W-3c (June 2024 revision). Red-ink substitutes that completely conform may be privately printed without prior IRS or SSA approval. Only substitute black-and-white Form W-2c (Copy A) and Form W-3c need SSA approval. Nonconforming Copy A and W-3c forms may be returned, and the IRS may assess penalties. Downloads of Copy A from IRS.gov cannot be filed with the SSA.

What’s new for 2026: Box 14a, Box 14b and Box 9

Section 1.2 of Rev. Proc. 2026-29 / Publication 1223 (and the matching “What’s New” in the 2026 General Instructions for Forms W-2 and W-3) states:

The Form W-2c revision date (Rev. 1-2026) appears to the right of the bold W-2c.

Why Box 14b exists: OBBBA tip reporting

The 2026 General Instructions for Forms W-2 and W-3 explain that for tax years beginning after 2024 and ending before 2029, P.L. 119-21 (the One Big Beautiful Bill Act) lets certain employees and self-employed individuals deduct up to $25,000 of qualified tips received in occupations the IRS listed as customarily and regularly tipped on or before December 31, 2024. Qualified tips are cash tips (including voluntary cash or charged tips from customers or, for employees, tip-sharing arrangements). Mandatory service charges added to the bill are not qualified tips.

Employers must show cash tips reported to the employer and the tip recipient’s Treasury Tipped Occupation Code(s):

IR-2026-49 (April 10, 2026) announced final regulations listing more than 70 tipped occupations in eight Treasury Tipped Occupation Code categories (100s beverage and food service through 800s transportation and delivery). Tips remain subject to income-tax withholding and Social Security/Medicare tax when tips are $20 or more per month; the deduction is claimed on the employee’s return. See our draft 2027 Form W-4 guide for related OBBBA withholding lines.

Red-ink vs black-and-white Copy A

Publication 1223 draws a bright line. Red-ink Copy A and W-3c must be exact replicas of the official IRS forms for SSA scanners (Flint J-6983 red OCR dropout ink with specified black elements) and need no prior approval if the specs are met—even slight deviation can cause incorrect scanning. Black-and-white Copy A and W-3c require SSA approval first: 8.5 × 11-inch single-sheet paper only (not continuous pin-fed); nonreflective black ink; no corner register marks or shaded areas; identifying numbers and form numbers in specified Arial (or close) fonts; and a 4-digit vendor code preceded by four zeros and a slash (for example, 0000/9876) under the form name on Copy A. Submit blank and dummy-data samples to SSA (copy.a.forms@ssa.gov or the Wilkes-Barre address in Section 1.5); expect a response within about 30 days. Logos, slogans and advertisements are barred on Copy A, W-3c and employee wage copies, with narrow exceptions for the employer’s exact name, primary trade name, trademark, service mark or symbol used nonintrusively.

Electronic filing and paper matching

Section 1.3 is easy to miss. If the employer was required to e-file the original Form W-2, it must e-file any Form W-2c correcting that form. If the original was permitted on paper and filed on paper, the correcting W-2c must also be on paper (Treas. Reg. §301.6011-2(c)(4)(ii)). Electronic filers do not file a paper Form W-3c. Use SSA’s EFW2C specs or Business Services Online (up to 25 fill-in W-2c forms at a time). Failure to e-file without an IRS waiver may bring penalties; duplicate electronic-plus-paper filings can trigger unnecessary SSA or IRS contacts.

Section 1.7 adds familiar correction hygiene: only change boxes that change; use previously reported vs correct columns; enter “-0-” when a dollar amount changes to or from zero; do not send Copy A to SSA solely to fix a blank/zero SSN and blank name (call SSA instead); state-and-local-only changes in boxes 16–19 go to the state or locality, not SSA. For when a W-2c also needs Form 941-X—especially S-corp wage and shareholder-health mistakes—see our S-corp payroll error Quick Read; this article stays on the substitute-form and 2026 box rules.

A short firm checklist for 2026 W-2 / W-2c season

  1. Confirm payroll software and form vendors ship the January 2026 W-2c layout (14a/14b, reduced box 9) and, if they print black-and-white Copy A, that SSA approval is on file.
  2. Map tipped roles to Treasury Tipped Occupation Codes before year-end; test that box 12 code TP and box 14b populate together, including “000” when any tips were in a nonqualifying occupation.
  3. Match correction filing method to the original W-2 (e-file with e-file; paper with paper).
  4. Keep vendor codes, OCR specs and “no logo on Copy A” rules in the payroll RFP checklist—same discipline as other information-return thresholds in our Form 1099-NEC $2,000 threshold update.
  5. If a W-2c changes box 1 or tip amounts after the employee filed, plan the Form 1040-X follow-up early (see El Deeb Form 1040-X lessons).

Frequently asked questions

What does Rev. Proc. 2026-29 change for Forms W-2c and W-3c?

Rev. Proc. 2026-29 (IRB 2026-41, October 5, 2026; reprinted as Publication 1223) supersedes Rev. Proc. 2024-36 and sets IRS/SSA specs for privately printed substitute Forms W-2c (January 2026 revision) and W-3c (June 2024 revision). Red-ink substitutes that completely conform need no prior approval; black-and-white Copy A and W-3c must be submitted to the SSA for approval.

What are Boxes 14a and 14b on the 2026 Form W-2 and W-2c?

Per Rev. Proc. 2026-29 Section 1.2 and the 2026 General Instructions for Forms W-2 and W-3, Box 14 is split into box 14a–Other (former box 14–Other content) and box 14b–Treasury Tipped Occupation Code(s). Box 9 height is reduced to 0.17 inches to allow an additional box 14a entry. Box 14b on Copy A has two 0.95-inch entry spaces.

When must employers report a Treasury Tipped Occupation Code?

When cash tips are reported in box 12 with code TP, box 14b must list the Treasury Tipped Occupation Code(s). Enter up to two codes for the occupations in which tips were received; if any tips were in a nonqualifying occupation, enter “000” as one of the codes. Per the 2026 W-2 instructions, P.L. 119-21 allows a deduction of up to $25,000 of qualified tips for tax years beginning after 2024 and ending before 2029.
